Open Source Technology Project

This morning I awoke thinking about open source technology and article/search engine submission services. So many companies offer those services which makes me think there must be an open source technology or tool available somewhere. My questions are: What tools are available? How do I get one. 
Looks like a new project is on the rise. Thanks to Vik for writing a blog about, “open source search engines“. It really sparked my thought process about a new and fun project!
